Global Leadership Seminar: Inspecting and Managing Bridge Assets
Bridges are amongst the largest, most expensive and complex structures, which makes them a crucial and valuable transportation asset for local and regional connectivity. When bridges fail, the results can quickly turn into human and economic catastrophe.
It is too early to draw the full explanations and implications of the “Morandi” bridge in Genoa whose partial collapse on August 14, 2018 caused 43 deaths. However, national road authorities and operators are understandably keen to take every step to ensure further risk is mitigated on bridges they currently operate.
These unusual and tragic circumstances form the backdrop for a closed-door briefing by leading specialists aimed at providing insights into effective bridge asset diagnosis & management practices. The briefing is primarily designed to align knowledge on existing policies and tools, and identify areas where greater convergence under one form or another could deliver “fail-proof” road bridges. Following the seminar, it is expected that an IRF White Paper will be issued underscoring areas of consensus on this topic.

Seminar Objectives
• Understand the root causes and key characteristics of bridge deterioration & vulnerabilities
• Review the state of the art in bridge condition assessment and monitoring tools
• Highlight effective legislation and practices
• Achieve consensus on key parameters conducive to effective bridge management programs

Format
The seminar will bring together 20-30 senior industry and institutional specialists to discuss these issues in depth in a spirit of constructive engagement. Under the direction of a Chair, chosen for their knowledge and authority on the subject, a small number of introductory presentations are delivered, and an open debate engaged between the specialists invited to the event. The discussions will aim to shed light on persisting challenges and opportunities for concerted action and supportive policies.

In writing up conclusions, care will be taken to reflect the range of views expressed, including uncertainties and divergent views. The aim is for participants to feel free to express their opinions as individuals, rather than restricting themselves to the positions of the institutions they represent (Chatham House Rule). The seminar is a by-invitation only event hosted during the IRF Global R2T Conference.

Safer by Design: Part 3: Roadside & Median Safety Application
Roadway Departure Crashes are a significant factor in Road Traffic Injuries (Fatalities and Seriously Injured) in all countries around the world.   Roads must be designed and properly maintained to keep vehicles on the road in the appropriate directional lane.  Roads also must be designed and properly maintained to be “Forgiving,” meaning that when a driver makes an inevitable mistake, the motorist will have a reduced chance of paying for the mistake with capital punishment or a serious injury.  This session will help road authorities and consultants better understand some of the best practices and state of the art technologies being used to keep vehicles on the road or to provide for a safe recovery if they do leave the road and to reduce the crash severity of Roadway Departure Crashes.

Funding Road Safety
Improving Road Safety is a subject that all governments rally behind. However, when it comes to funding Road Safety, many governments around the world leave a lot to be desired. This session will discuss how governments can better utilize new and existing mechanisms to fund road safety improvements, and it will highlight California’s ability to increase the gas tax to fund widening of road stripes and upgrading of reflective sheeting.  Other Road Authorities will be encouraged to follow this California model to generate funds for road safety activities.

Project NEON Technical Tour
Project NEON Las Vegas

Project NEON will widen 3.7 miles of Interstate 15 between Sahara Avenue and the “Spaghetti Bowl” interchange in downtown Las Vegas. It’s currently the busiest stretch of highway in Nevada with 300,000 vehicles daily, or one-tenth of the state population, seeing 25,000 lane changes an hour. At almost $1 billion, project Neon is the largest public works project in Nevada history, with anticipated completion in Summer 2019.
Major components include:
  • HOV direct connect between U.S. 95 (west of Spaghetti Bowl) and I-15 (south of Spaghetti Bowl)
  • Conversion of express lanes on I-15 to one HOV lane and one general purpose lane
  • Neon Gateway interchange for HOV and rapid transit use
  • Ramp braiding to reduce merge and weave traffic on I-15
  • Reconstruction of I-15/Charleston Boulevard interchange
  • MLK Boulevard realignment with flyover at Charleston Boulevard
  • Grand Central Parkway extension to Western Avenue and Industrial Road
  • Aesthetic and landscape improvements
ACTIVE TRAFFIC MANAGEMENTHIGH OCCUPANCY VEHICLE LANESAs part of Project Neon, 42 ATM signs will be installed on I-15 and US 95. The strategically placed signs will disseminate lane-specific traveler information.
N-DOT is converting the existing I-15 express lanes to one HOV and one general purpose lane. HOV users will have direct access to downtown through a new HOV interchange, the Neon Gateway. 
Registration for the Project Neon technical tour will be available on-site. Buses will depart the Tropicana Las Vegas for Project Neon at 1:00 pm on Friday November 9.

The Regional Transportation Commission of Southern Nevada (RTC)’s traffic management center is one of the first truly integrated Intelligent Transportation Systems (ITS) in the country. The advanced intelligent traffic management center, also known as the Freeway and Arterial System of Transportation (FAST), operates across all of Southern Nevada’s jurisdictions and in partnership with the Nevada Department of Transportation and the Nevada Highway Patrol. FAST is responsible for the coordination and communication to traffic signals throughout Southern Nevada and the operation and maintenance of numerous technologies to monitor and help control traffic flow along area freeways.
