Roads Regulatory and Concessions Manager
Marcelo C. Fonseca is a brazilian federal government manager currently in charge of road regulatory matters and structuring new road public-private partnerships. His office is linked to the Superintendency of Road Infrastructure Exploitation (SUINF) of the Brazilian National Land Transport Agency (ANTT). Created in 2001, ANTT has the legal mandate to regulate land transport in the federal level in Brazil, including roads and rail infrastructure and services concessions, freight and passenger land transportation services.

Marcelo has experience in the infrastructure brazilian sector, being a former projects manager in the Secretariat for Funding and Partnerships (SFP) of the Ministry of Transport, Ports and Civil Aviation (MTPA) in 2017-2018. He is a former advisor to the ANTT’s Board of Directors in 2015-2017 and the 2012-2015 alternate director for logistics infrastructure of the Growth Acceleration Program (PAC) within the Ministry of Planning, Development and Management (MPDG). His academic background is in public administration, infrastructure, international relations, economic and legal affairs, holding a master’s degree in administration from the University of Brasília (UnB).
